Whether 2 million bacteria in 1 milliliter of fresh milk qualifies for the label "the globally worst", as some have called it, is probably debatable. But we do know that the new national dairy safety standards are substantially lower than before.

The previous bottom-line for protein content in every 100 grams of fresh milk was 2.95 grams. Now it is 2.8 grams. The number of bacteria permitted in each milliliter used to be 500,000. Now it is four times that.

Consumers, who might have been feeling more secure following the high-profile posturing against melamine - though the harmful substance has hardly vanished from our dairy products - are by and large in the dark about the recent change in standards. Not to mention an explanation for their introduction.

CHINA'S dairy industry has the lowest quality standards in the world and that's posing health risks for consumers, an expert said yesterday.

The current maximum safety limit for bacteria in raw milk, for example, or the Standard Plate Count, is set at 2 million cells per milliliter in China, while it is 100,000 cells in the European Union and the United States, China Business News reported yesterday.

china food safety melamineChina imposed strict limits of melamine levels tolerable in food products, according to an official regulation issued on Wednesday by the Ministry of Health, Xinhua News Agency reported.

The maximum level of melamine in infant food products should be no more than 1 milligram per kilogram of food and that in other food products should be no more than 2.5 mg per kg of food, said the regulation.

Melamine is prohibited from being intentionally added into food and anyone found intentionally adding melamine to food would face penalty according to law.

Chinese consumers are willing to pay a small premium for environmentally friendly products, but they place responsibility to fix China's environmental woes on the government, a study released on Monday said.

Convenience is the main factor driving shopping decisions for more than half of the 1,300 Chinese consumers across China surveyed by global advertising and marketing firm Ogilvy & Mather, but 71 percent said they would pay up to 10 percent more or higher for some "green" products.

Food: New China Licensing to ensure dairy standards

To legally sell dairy products, retailers in China must apply for new operating licenses or renew their old ones by the end of July or face punishment, the State Administration for Industry and Commerce has announced.

Starting in April, dairy retailers will be required to apply for one of two types licenses. One will allow them to sell dairy products that contain baby formula and the other will allow them to sell formula-free dairy products, the administration said on its website on Monday.

Retailers that sell infant formula without a proper approval will be punished, according to the regulations.

Milk hoarding scandal hits Hong Kong stores

Allegations that staff at a Wellcome store in Hong Kong stockpiled tinned baby milk formula for resale on the mainland will be investigated by The Independent Commission Against Corruption (ICAC).

That's according to Nelson Wong Sing-chi, a member of the Legislative Council of Hong Kong, who said that he learned of the investigation from Timothy Tong, the ICAC commissioner, on Thursday.

A spokesman for Wellcome said on Thursday that three of its employees at the store in the Sheung Shui district were also involved in an earlier incident of milk hoarding.
