SHANGHAI'S Pudong New Area yesterday secured loans worth a combined 18 billion yuan (US$2.8 billion) from two local banks to support the district's agricultural industry.

Foreign direct investment in China grew at its slowest pace in nearly a year last month with fewer funds coming from the United States and Europe, according to Ministry of Commerce data.

However, a ministry spokesman said yesterday that China remained attractive for foreign investors because of the country's massive market potential and its improving business environment.

Investment from foreign countries edged up 2.83 percent from a year earlier to US$12.8 billion in June, the weakest growth rate since last August. It compared with May's 13.4 percent and April's 15.2 percent.

The appreciation of the yuan, China's currency, against the US dollar has mainly occurred because of a weaker dollar, experts said, warning that an influx of "hot money" could follow.

The value of China's yuan hit a new high against the US dollar on Monday as the central bank fixed the central parity rate at 6.4988 yuan per US dollar, just ahead of the China-US Economic and Strategic Dialogue, which opened on Monday in Washington.

The Export-Import Bank of China (China Eximbank), a major policy bank, will formally launch a yuan-denominated sovereign fund before the end of this year to invest in Latin America, a senior executive said on Thursday.

The fund, which amounts to $1 billion, will be mainly put into infrastructure construction in collaboration with the Inter-American Development Bank (IDB), Liu Liange, vice-president of China Eximbank, told China Daily.

In late March, the two banks signed a letter of intent to establish an infrastructure investment mechanism to finance public and private sector projects across the region, with the yuan as one of the currencies to undertake the investments.

"Investment in the infrastructure sector fits well with the developmental needs of Latin America," said Liu, adding that he expected the investments conducted in yuan could help companies hedge risks brought by currency fluctuations.

Prada SpA, the fashion house known for its Miu Miu bags and Church's shoes, is planning the largest initial public offering (IPO) of a family-owned Italian company since 2006. Investors in Prada's hometown of Milan will have to reach about 10,000 kilometers away to buy the stock.

Prada is shunning the Italian exchange for a $2 billion IPO on the Hong Kong exchange because it's closer to the retailer's fastest-growing region. The decision was made to "seize the best opportunities offered by the international capital markets", Chief Executive Officer Patrizio Bertelli said in a statement when it announced the IPO.

Losing Prada highlights the struggles facing Borsa Italiana, a unit of the London Stock Exchange Group Plc (LSE), to gain new listings, said investors, including Lorenzo Crispoltoni of Banca Fideuram SpA.

THE recent financial crisis has seen Asia emerge as an economic powerhouse - indeed, as a key driver of global growth.

Indeed, while Asia is rising, the rich industrial countries of the old G-7 have been drifting into a liquidity trap. As the ongoing recession exhausts the traditional instruments of monetary policy, central banks are opting for new rounds of quantitative easing (QE).

And, with investors seeking higher returns, more QE - especially by the US - will drive "hot money" (short-term portfolio flows) into high-yield emerging-market economies, which could inflate dangerous asset bubbles in Asia, Latin America, and elsewhere.

The US Federal Reserve and the Obama administration remain rhetorically wedded to maintaining a "strong dollar." But it is the dollar's weakness that has boosted US corporate earnings since the crisis erupted. Since early 2002, the US dollar has fallen by one-third against major currencies, and recently this decline has intensified.

Monetary tightening pressure grows as key inflation index rises

Consumer prices surged 4.4 percent year-on-year in October, a 25-month high, stoking inflation fears and making further monetary tightening more likely following Wednesday's reserve ratio hike.

The consumer price index (CPI), a main gauge of inflation, increased 0.8 percentage points compared to September's 3.6 percent, the National Bureau of Statistics (NBS) said on Thursday. It gained 0.7 percent month-on-month in October, indicating inflationary pressures, analysts said.

Food prices, which account for one third of the basket of goods used to calculate the CPI, contributed 74 percent with a 10.1 percent year-on-year rise in October, 2.1 percentage points higher than September, said Sheng Laiyun, NBS spokesman.

From January to October, the CPI climbed 3 percent compared to the same period last year, reaching the government's target ceiling for the entire year.

"The CPI for the year may slightly exceed 3 percent. We're keeping a close watch on price fluctuations, particularly food prices," Zhang Ping, head of the National Development and Reform Commission (NDRC), said on Tuesday.

Fourth rise this year targets liquidity following US quantitative easing

The People's Bank of China on Wednesday said it will raise the required reserve ratio for all lenders by 50 basis points, its fourth increase this year, amid rising liquidity partly caused by quantitative easing in the United States.

The move, which requires lenders to set aside part of their deposits as reserves, will take effect from Nov 16 and is expected to absorb liquidity of about 300 billion yuan ($45.1 billion). Media reports previously said it would target only selected lenders.

"The move is definitely related to the US quantitative easing," said Dong Yuping, senior economist of the Chinese Academy of Social Sciences (CASS).

"It (the US policy) will increase commodity prices and lead to excess liquidity in other parts of the world, especially in the emerging markets, pushing up inflation."

The Federal Reserve launched its latest round of quantitative easing by buying $600 billion in government bonds to prop up the ailing US economy.
