Commerce: foreign trade growth reaches 20% in 2011

CHINA'S foreign trade last year is estimated to have grown by 20 percent to US$3.6 trillion, while its trade surplus will continue to narrow to around US$160 billion, Commerce Minister Chen Deming said in Beijing today.

The total trade surplus is likely to account for about 2 percent of the country's gross domestic product last year, compared to US$183.1 billion in 2010, which accounted for 3.1 percent of GDP that year, Chen said.

China maintained a stable and balanced development in foreign trade in 2011, with more favorable policies and credit to support exports and boost the expansion of imports, said Chen at a national conference on commerce.

China: Japan Earthquake has little impact on trade

Japan's devastating March 11 earthquake had little impact on Sino-Japan trade, Shanghai Securities News reported Monday. The report comes after foreign trade statistics were released April 10.

Customs data shows that bilateral trade between China and Japan reached $80.78 billion in the first three months of this year – up 27.1 percent year-on-year. In March, Sino-Japan trade stood at $31.91 billion, with exports of $18.77 billion and imports of $13.14 billion. That's higher than January and February.

China's exports to Japan may even increase, rather than decrease, to replace the lost production in Japan due to the 9.0-magnitude earthquake, according to a MerrillLynch report.

Amid growing fears of radiation contamination caused by the earthquake, the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) said that starting April 8, China banned imports of food, edible farm produce, along with fodders from 12 areas in Japan. On March 24, there were five Japanese counties being blacklisted.

The significance of the announcement that China ran a trade deficit in the first three months of this year is not a single quarter's figures. China's trade balance is usually stronger in the second half of a year, and China will certainly run a surplus for 2011 as a whole. The significance is in the clear and strongly falling trend of China's surplus.

This is best seen by comparing the combined January-March trade figures for the last three years. In 2009, China's surplus was US$62.5 billion. In 2010, the surplus was US$13.9 billion. This year, there was a deficit of US$1.0 billion.

Japan's massive earthquake and tsunami have sent shockwaves through China's economy, though it is not yet possible to estimate the total loss, analysts said Tuesday.

Trade between the two countries will definitely be affected in the short term, said an official with China's Ministry of Commerce.

In 2010, Japan was one of China's most important trade partners, accounting for about 8 percent of China's total exports, while China sourced 13 percent of its imports from Japan. The majority of trade between China and Japan was in vegetable and animal products, minerals, machinery and base metals, according to a report from Morgan Stanley Asia Limited.

Trade: China welcomes WTO ruling on Sino-US business dispute

China welcomes a ruling from the World Trade Organization (WTO) over a Sino-US business dispute, said the Ministry of Commerce (MOC) on Saturday.

The WTO ruled that US parallel anti-dumping and anti-subsidy duties imposed on four Chinese imports -- standard steel pipes, rectangular steel pipes, off-road tires and laminated woven sacks -- are inconsistent with WTO rules.

China argues that the US imposure of two sets of duties on Chinese products is a "double remedy" that is illegal and unfair. The WTO ruling supported China's position on the dispute, according to the officials.

Furthermore, MOC officials urged business authorities in the US to amend its parallel anti-dumping and anti-subsidy measures involving the four products.

Chinese officials hope that the US would correct its errors with regards to trade policies against Chinese imports and ensure fairness in the market.

Import / export: Eximbank expands global network

The Export-Import Bank of China (China Eximbank), a major policy bank, is planning to broaden both its domestic and overseas networks to strengthen support for Chinese companies that invest abroad, a top executive said on Friday.

The bank wants to open branches in Hong Kong, Africa, and Paris, and three in China in Tianjin municipality, the Xinjiang Uygur autonomous region, and Xiaman, the capital of Fujian province in Southeast China, said Li Ruogu, chairman and president of the bank.

"Our small assets and limited number of overseas institutions have confined our capability to increase backup for the overseas expansion of Chinese companies," he said in a group interview with media including China Daily.

China Imports to get boost from Import tariff cuts

Import tariffs levied against resources and high-tech products will probably soon be lowered and favorable rules could also be on the way to ensure people buy luxury goods in China instead of heading overseas, according to economic advisers close to the nation's decision-makers.

"The cuts in tariffs will mean products that we need the most, such as resources, are prioritized," said Jia Kang, head of the Research Institute for Fiscal Science affiliated to the Ministry of Finance.

He told China Daily on Sunday that the import of high-tech goods is also likely to benefit from new rules.
